Emperor Justinian expanded the Byzantine Empire and launched a major legislative project to unify and streamline the chaotic laws of the time. As part of this legislative project, the Compendium was compiled as a textbook for first-year law students and a legal code. It was published on November 21, 533, and came into effect on December 30, the same year, on the same day as the Digesta. The main source of the book was Gaius's private work, the Compendium, and the book was organized in the same way, with the first volume covering the law of persons, the second and third volumes covering the law of things, and the fourth volume covering the law of proceedings, criminal law, and criminal procedure.

ユスチニアヌス帝はビザンチン帝国の版図を拡張するとともに，当時混乱していた法律を統一整備するため一大立法事業を興すにいたった。この立法事業の一部として，法学校の1年次生の学生のための教科書であって，同時に法典の効力を有するものとして編纂されたのが，『法学提要』である。 533年 11月 21日に公布され，同 12月 30日に『学説彙纂』 Digestaの施行期日と同日をもって施行された。ガイウスの私著『法学提要』を主たる資料とし，編別もこれにならって，第1巻は人の法，第2，第3巻は物の法，第4巻は訴訟の法および刑法，刑事訴訟法を説いている。
