This island was built by Taira no Kiyomori in the 12th century to protect the coast of Owada no Ura (present-day Kobe Port). Construction was temporarily halted following Kiyomori's death in 1181, but was resumed and completed in 1196 by the monk Chogen of Todaiji Temple. The island was named after a passage in the Tale of the Heike that says that instead of human sacrifices, stones bearing the entire Buddhist scriptures were buried on the island. 12世紀に,平清盛が大輪田泊 (現在の神戸港) の波よけのために築いた島。治承5 (1181) 年,清盛の死により一時工事は中断したが,建久7 (96) 年,東大寺の僧重源により再開され完成。工事に際して人柱に代えて一切経を記した石を埋めたという『平家物語』の記述により,この名がつけられた。
