Peruvian architect and president (1963-68, 80-85). Born into an intellectual family based in Arequipa. Leader of the Popular Action Party (AP). Ran for president in 1956 with the slogan "Conquest of Peru by Peruvians." In his first term in office from 1963, he attempted nationalistic reforms and modernization, including land reform, but he gradually lost ground due to opposition from the parliament, and was exiled in a military coup in October 1968. However, he returned to the presidency in 1980 with the return of civilian rule. [Onoi Shigeo]

ペルーの建築家，大統領(1963‐68,80‐85)。アレキパに基盤をもつ知識人家系の出身。人民行動党(AP)党首。〈ペルー人によるペルーの征服〉をスローガンとして，1956年大統領選に出馬，63年からの第1次政権では，農地改革をはじめ民族主義的諸改革と近代化を図ったが，議会の反対でしだいに後退をみせ，68年10月，軍のクーデタで国外追放される。しかし80年，民政復帰にともない大統領に返り咲いた。【遅野井茂雄】
