1860‐1940 Belgian politician. He served as a Catholic member of the House of Representatives (1892-1919) and Senator (1919-36), during which time he served as Minister of Railways (1910-12), Prime Minister of the Catholic Cabinet (1911-18), and Minister of Defense (1912-17). As Minister of Defense, he instituted compulsory military service (1913) and reorganized the national army to prepare for the German threat. When Belgium was occupied by German forces in World War I, he led a government in exile near Le Havre in France, and supported the Belgian army, which was fighting against the Germans by lining up behind the Ijzer River.
