One of the BS (British Standards) that specifies the size of the flat paper. Usually 13.25 inches x 16.5 inches (342.9 mm x 419.1 mm), there is also half foolscap for drawing paper for printing and extra foolscap for envelope paper. By extension, it means writing paper. Originally, it had a watermark of a clown's hat, hence the name. Nowadays, it often refers to folded paper for notebooks with fine watermark lines.
