Generally, the term is used to mean a list of people to watch, but especially in the United States, it has been used as an abbreviation in labor relations. When American labor unions organize unorganized workplaces, they send full-time union organizers. The organizers organize unions either by getting a job at the target workplace and organizing from within, or by making contact with the employees of the workplace and organizing from the outside. To counter these labor union organizing activities, employers would ask detective agencies and other organizations to create a list of union organizers, and then use that list to organize.

一般に，注意人物名簿の意味で用いられている言葉であるが，とくにアメリカにおいては，労働関係上の隠語として使われてきた。アメリカの労働組合は，未組織事業所を組織する際，組合の専任オルガナイザーを派遣する。オルガナイザーは，対象事業所に就職して内部から組織化するか，対象事業所の従業員との接触を通じて外部から組織化するかのいずれかの方法によって，組合を組織する。こうした労働組合の組織活動に対抗して，使用者は，組合オルガナイザーの人物名簿の作成を探偵社などに依頼し，その名簿を使って組織化に対応した。
