During the Ritsuryo period, this meant a place where ships could be anchored. It appears in the ancient Man'yoshu, and was called Owada Funase until the beginning of the 10th century, but from the late Heian period onwards it came to be generally called Tomari. To cover the costs of repairing and building ships, the Shipbuilding Land Fee Field and the Funase Merit Field were established. 律令制時代,船が停泊するところをいった。古く『万葉集』にみえ,10世紀初頭までは大輪田船瀬などといったが,平安時代後期以後は一般に泊 (とまり) と呼ぶようになった。船を修理,造築する費用のために造船瀬料田,船瀬功徳田が設定された。
