Historically, the policy of Otto Bismarck, Chancellor of Prussia, is famous as a representative example of this. Bismarck is said to have been the most skilled implementer of the "carrot and stick" policy, as he oppressed workers with the Socialist Exclusion Act while trying to appease them through social policies.
