An institution attached to an administrative organ. Before the 1983 amendment, Article 8 of the National Government Organization Act stipulated that "attached institutions" were established when there was a particular need for ministries, ministries, committees, and agencies, and the term "attached institutions" was used as a general term for councils, councils, research institutes, educational facilities, medical facilities, and other institutions. However, the revised National Government Organization Act divides these previous attached institutions into three types: councils, etc., facility institutions, and special institutions, and as a result, the term "attached institutions" is no longer used, and the terms "councils, etc.," "facility institutions, etc.," and "special institutions" are used for each. Note that local government dispute mediation committees, review boards, councils, investigation committees, and other institutions attached to the executive organs of local governments are called attached institutions under the Local Autonomy Act.

行政機関などに付置される機関。 1983年の改正前の国家行政組織法8条が定める府，省，委員会および庁に特に必要がある場合におかれる審議会，協議会，研究所，文教施設，医療施設その他の機関の総称として「付属機関」という言葉が用いられていたが，改正後の国家行政組織法はこの従来の付属機関を，審議会等，施設等機関，特別の機関の3種類に区分し，それに伴い付属機関という用語は用いられなくなり，それぞれについて審議会等，施設等機関，特別の機関という呼称が用いられている。なお，地方公共団体の執行機関に付属しておかれる自治紛争調停委員，審査会，審議会，調査会その他の機関は，地方自治法上，付属機関といわれている。
