Born in the second year of the Koji era. The second son of Fujiwara Mitsufusa. His mother was the daughter of Fujiwara Toshitada. In 1181, he became a councilor. Later, he became Gon Dainagon and Minister of Civil Affairs, and reached the rank of Shonii. He was a skilled practitioner, and was trusted by the retired Emperor Goshirakawa and the Taira government, which led to his promotion. He was also well-liked by Minamoto no Yoritomo, and served as a councilor in negotiations between the Imperial Court and the Shogunate. Twelve of his poems are included in imperial anthologies such as the Senzai Wakashu. His pen name was Yoshida. He died on February 11, leap year, the second year of the Shoji era.
