A former town in Shioya County in northern Tochigi Prefecture. Occupying the upper reaches of the Kinu River, it is a tourist town centered around Kinugawa Onsen and Kawaji Onsen. It is home to scenic spots such as Ikari Dam and Ryuo Gorge and is part of Nikko National Park. Tobu Railway and Yagan Railway run through it. In March 2006, it was incorporated into Nikko City along with Imaichi City, Ashio Town in Kamitsuga County, and Kuriyama Village in Shioya County. 272.27 km2 .
