War on Poverty

In the 1960s, it was discovered that poverty exists in large numbers even in the world's richest country, the United States, and that this poverty is concentrated in certain areas (the rediscovery of poverty), which shocked the American people. In order to eradicate these poor areas, activities were prepared under President Kennedy, and in 1964, the year after Kennedy's assassination, President Johnson declared and implemented them, which are known as the "War on Poverty." Specifically, based on the Economic Opportunity Act of the same year, the Community Action Program (CAP) was launched, and the Office of Economic Opportunity (OEO) mobilized all human and material resources in an attempt to eliminate poverty concentrated in certain communities at its roots.

1960年代，世界で最も豊かな国アメリカにも貧困が多く存在し，しかもそれが地域的に集中していることがわかり(貧困の再発見)，アメリカ国民に衝撃を与えた。この貧困地区を撲滅するためにケネディ大統領のもとで準備され，その暗殺の翌64年にジョンソン大統領によって宣言され実施された諸活動を〈貧困戦争〉と呼ぶ。具体的には同年の経済機会法に基づいて，地域活動Community Action Program(CAP)を打ち出し，経済機会局Office of Economic Opportunity(OEO)によってあらゆる人的･物的資源を動員し，特定のコミュニティに集中した貧困を，その根源から断ち切ろうというのである。
