It is also written as Hihobe. In the entry for the 6th year of Emperor Bidatsu in the Nihon Shoki, it is written that "an imperial decree was issued to establish the Hi-saibe and Kisaibe (private offices)." There is a theory that they were representatives of the Ise Saigū, but it is probably better to interpret them as people involved in the worship of the Sun God. The Hi-saibe were distributed in various places such as Shimousa, Kazusa, Musashi, Kozuke, Hida, Echizen, Yamato, Tosa, Tsukushi, Higo, and Buzen, but what is noteworthy is that they were mostly found in the surrounding areas where the Yamato government had influence. This is why they were said to have been given the duty of promoting the authority of the Emperor, whose character as a Sun God was emphasized.
