In the entry for the 6th year of Emperor Bidatsu in the Nihon Shoki, it is written that "an imperial decree was issued to establish the Hi-saibe and Kisaibe (private offices)." There is a theory that they were representatives of the Ise Saigū, but it is probably better to interpret them as people involved in the worship of the Sun God. The Hi-saibe were distributed in various places such as Shimousa, Kazusa, Musashi, Kozuke, Hida, Echizen, Yamato, Tosa, Tsukushi, Higo, and Buzen, but what is noteworthy is that they were mostly found in the surrounding areas where the Yamato government had influence. This is why they were said to have been given the duty of promoting the authority of the Emperor, whose character as a Sun God was emphasized. 日奉部とも書く。《日本書紀》敏達6年の条に,〈詔して,日祀部,私部(きさいべ)を置く〉と見える。伊勢斎宮の名代部という説も見られたが,やはり日神祭祀にかかわる部民と解するほうがよかろう。日祀部は,下総,上総,武蔵,上野,飛驒,越前,大和,土佐,筑紫,肥後,豊前など各地に分布するが,大和政権の勢力の及ぶ周辺地に多いことがまず注目される。このことが,日神的性格が強調される天皇の権威を宣揚する職掌を与えられたとされるゆえんである。
