In order to ensure the safe and efficient navigation of aircraft, each country is responsible for providing information to aircraft (air traffic control) and conducting search and rescue activities in emergencies. It is assigned to member countries by the International Civil Aviation Organization (ICAO). It is called FIR, an abbreviation of the English name, and is sometimes translated as "air information region". Flight information regions are airspaces that include territorial airspace (airspace over territorial waters) and airspace over the high seas, and are established with consideration for smooth air traffic rather than sovereignty over each country's airspace. For this reason, they are not named after the country, but after the location of the control center or air traffic management center in charge of the operation. In general, aircraft that enter this airspace are required to submit a flight plan to the control authority. Aircraft that pass through flight information regions under Japan's jurisdiction are charged a navigational aid facility usage fee according to the number of flights and distance flown.

Japan had the Tokyo Flight Information Region (Tokyo FIR) and the Naha Flight Information Region (Naha FIR), but in 2006, the maritime control operations of the Tokyo and Naha control departments were unified at the Air Traffic Control Center in Fukuoka Prefecture, and the airspace was integrated into the Fukuoka Flight Information Region. There are flight information regions around Japan: Khabarovsk, Petrokhovsk-Kamchatsky, Anchorage, Auckland, Manila, Taipei, Shanghai, Incheon, and Pyongyang.

航空機の安全で効率のよい航行を確保するため、各国が責任をもって航空機への情報提供(航空管制)や緊急時の捜索救難活動などを行う空域。国際民間航空機関(ICAO(イカオ))によって加盟各国に割り当てられている。英語名称の頭文字をとってFIRと略称でよばれ、「航空情報区」と訳されることもある。飛行情報区は領空(領海上空)と公海上空を含んだ空域のうち、各国の領空に対する主権よりも、円滑な航空交通を考慮して設定される。このため名称には国名をつけず、業務を担当する管制センターや航空交通管理センターの所在地名がつけられる。一般に、この空域に入る航空機には、その管制当局への飛行計画の提出が義務づけられる。日本が管轄する飛行情報区を通過する航空機の使用者には、飛行回数や飛行距離などに応じて航行援助施設利用料を課している。

 日本の管轄には東京飛行情報区(東京FIR)と那覇(なは)飛行情報区(那覇FIR)があったが、2006年(平成18)に東京管制部と那覇管制部の洋上管制業務が福岡県の航空交通管理センターで一元的に実施されるようになり、空域も福岡飛行情報区に統合された。日本周辺には、ハバロフスク、ペトロハブロフスク・カムチャッキー、アンカレッジ、オークランド、マニラ、台北、上海、仁川、平壌の各飛行情報区がある。
