In the narrow sense, it is sometimes used synonymously with the Land Distribution System, but generally it is used somewhat more broadly as a term referring to the land system of ancient Japan under the Ritsuryo system from the late 7th century to the early 10th century. In the Ritsuryo system, regardless of the actual situation, in principle, all people were understood as rice farmers living in villages, and in order for the state to directly control them, all people were organized into households and a family register was created (henko zosei), and land distribution was carried out based on the family register, and a census book was created and poll taxes such as choyo were levied. 狭義にはほぼ班田収授法と同義に用いられることもあるが,一般にはやや広く,7世紀後半から10世紀初頭にいたる律令体制下の,日本古代の土地制度を示す語として用いられる。律令制では,実態はともかく建前としては,すべての人民を村落に定住する水稲耕作民として把握し,これを国家が直接支配するために,すべての人民を〈戸〉に編成して戸籍を造り(編戸造籍),その戸籍に基づいて班田収授を行うとともに,計帳を作製して調庸などの人頭税を賦課するというシステムをとっていた。
