Since the late Heian period, Shinto was passed down to the Shirakawa family, who held the position of Jingihaku (they were allowed to use the title of king when they assumed this post). Originally, they served the Imperial Court's rituals and ceremonies while passing them on, and did not have any particular doctrines. However, their traditions contain valuable content not found anywhere else, some of which can be seen in the Hakuke Burui, compiled by King Masatomi in the mid-modern period. From the time of King Masatomi, the Hakuke's awareness of Shintoism grew, and the head of the school, Mori Masatane, published Shinto Tsukoku Bengi, and in 1816 (Bunka 13), the Japanese scholar Hirata Atsutane was commissioned to write the Jingihakuke Gakusoku. Later, towards the end of the Edo period, influential scholars were appointed as heads of the school and scholars, and the school showed signs of spreading among the common people as well.

平安後期以来、神祇伯(じんぎはく)を世襲した白川家(神祇伯に就任すると王号を許された)に伝えられた神道。本来は朝廷の祭祀(さいし)に奉仕しながらその祭式・行事を伝えたものであって、特別の教義を有したものではないが、その伝承には、他にみられない貴重な内容が含まれており、一部は、近世中期の雅富(まさとみ)王の編した『伯家部類』にうかがうことができる。この雅富王のころより伯家の神道としての自覚が高まり、学頭森昌胤(まさたね)の『神道通国弁義』も出たが、1816年(文化13)には国学者平田篤胤(あつたね)に依頼して『神祇伯家学則』を作成した。その後幕末にかけて、有力な学者を学頭・学師に迎え、庶民の間にも普及する勢いを示した。
