This manor was located in Haibara County, Totomi Province, on the border with Suruga Province. It was located on the left bank of the downstream Oi River, from present-day Shimada City, Shizuoka Prefecture, to Yoshida Town and Oigawa Town (present-day Yaizu City). It was originally imperial property. In 1299, it was donated to Nanzenji Temple in Kyoto by Emperor Kameyama, and remained under Nanzenji's ownership until the Sengoku period. By the late 14th century, development had progressed with the construction of salt banks in a ring-shaped structure, and new villages were formed, but management of the manor by Nanzenji Temple was unstable, as it was requested by the daikan (deputy governor) to the shugo. From the late 15th century onwards, the Imagawa clan, the shugo of Suruga, repeatedly invaded, and the struggle for tax reductions became more active, and with the fall of the Shiba clan, the shugo of Totomi, Nanzenji Temple's control fell away.
