In 951 (Tenryaku 5), by order of Emperor Murakami, the Office of Selection of Waka Poems was established in the Imperial Palace's Nashitsubo (Shoyosha) with Fujiwara no Koremasa as its chief priest and Onakatomi no Yoshinobu, Kiyohara no Motosuke, Minamoto no Shitago, Ki no Tokibumi, and Sakanoue no Mochiki as its associates, who interpreted the Manyoshu and compiled the second imperial anthology of waka poems, the Gosen Wakashu. These five associates are known as the "Five of Nashitsubo." The selection of associates was based on the balance between the two projects, and it seems that being a poet was not a necessary condition. It is believed that Tokifumi, who had little experience as a poet, was selected based on the materials and writings provided by his father, Tsurayuki, and Mochijo's scholarship as a custodian of the Imperial Book Office.
