It is a government financial institution fully funded by the government, established in 1953 (Showa 28) based on the Agriculture, Forestry and Fisheries Finance Corporation Law. The purpose of its establishment was to provide long-term, low-interest loans to farmers, foresters and fishermen, necessary for maintaining and increasing productivity in the agriculture, forestry and fisheries industries, which the Norinchukin Bank and other general financial institutions had difficulty in providing. However, the "Basic Policy for Policy Financial Reform" issued in 2005 (Heisei 17) decided on a policy that "ultra-long-term, low-interest loans to the agriculture, forestry and fisheries industries will be retained only to the extent that they cannot be replaced by the capital market" and "financing for the food industry will be withdrawn from large and medium-sized companies, but will be retained for small and medium-sized companies only, limited to loans of 10 years or more." Based on this policy and in line with the "System Design for Policy-Based Financial Reform" of 2006, it was merged with the Japan Finance Corporation for Small and Medium Enterprises, the Japan Finance Corporation for National Life, and the Japan Bank for International Cooperation (International Finance Division) to form the Japan Finance Corporation (JFC) in October 2008, and its business has been taken over by JFC (JBIC was spun off and made independent in April 2012).
