Pension financing method

Generally, in pension systems based on the contribution principle, one of the conditions for obtaining the right to receive a pension is to make contributions to insurance premiums for a certain period of time. Therefore, the benefit costs of the pension system are almost zero at the beginning of the system, and gradually increase over time, and it is only after several decades have passed that the actual amount of benefit costs remains at a constant level. The plan for procuring the financial resources to cover the benefit costs, which change greatly over time, is called the financial method of the pension system.

一般に拠出原則に基づく年金制度では，一定期間の保険料拠出が年金受給権取得のための条件の一つとなっている。そのため，年金制度の給付費は制度発足当初においてはほとんどなく，時間の経過とともにしだいに増加し，数十年という歳月を経過した後に，はじめて給付費の実質的な大きさが一定水準で推移することとなる。このように，時間的に大きく変化する給付費を賄っていくための財源を，どのような考え方で調達していくかという計画のことを，年金制度の財政方式と呼んでいる。
