A former town in Kariwa County, central Niigata Prefecture. Facing the Sea of Japan, it is served by the Echigo Line and the Hokuriku Expressway. The Nishiyama oil field, developed in the Meiji era, reached its peak in the late Meiji and early Taisho periods, but declined after the Showa era began. In recent years, a large gas field has been discovered through redevelopment, and the town has become one of the prefecture's leading gas collection bases. It also produces rice and timber. 新潟県中部,刈羽(かりわ)郡の旧町。日本海に面し,越後線,北陸自動車道が通じる。明治期に開発された西山油田は明治末〜大正初期に全盛期を迎えたが,昭和に入ってから衰退した。近年,再開発により大ガス田が発見され,県下有数のガス採集基地となっている。米,木材も産する。2005年5月東頸城郡高柳町と柏崎市へ編入。56.63km2。7064人(2003)。
