A phantom general strike planned by government workers for February 1, 1947, but was banned the day before by order of General MacArthur. After the October 1946 struggle, government workers submitted demands to each government agency, including a minimum base salary of 600-650 yen and annual capital of 1,200-1,500 yen for each employee, and on November 26, five unions - the Japan National Railways, the Japan Post, the All Japan Teachers' Union, the All Japan Public Employees' Labor Union, and the All Japan Public Employees' Labor Union (Zenkoren), totaling 1.56 million members - formed the All Government Agencies Joint Struggle Committee (Joint Struggle, Chairman: Ii Yashiro).

1947年2月1を期し官公庁労働者が計画したが，その前日にマッカーサー最高司令官の命令で禁止された幻のゼネラル･ストライキ。1946年の10月闘争後，官公庁労働者は最低基本給600～650円，越年資本金本人1200～1500円などの要求をそれぞれ各官庁に提出，11月26日には国鉄，全逓，全教組，全官公労協，全公連(全国公共団体職員労働組合連合会)の5組合156万人が全官庁共同闘争委員会(共闘，議長伊井弥四郎)結成した。
