This government library was established by the Dajokan in 1884 (Meiji 17). It was originally called Dajokan Bunko. The following year, as the Cabinet system was established, it came under the jurisdiction of the Cabinet and was renamed. Initially, it was intended as a central library for each government ministry, with the aim of streamlining the collection and use of reference books, but among the books collected from each ministry were approximately 400,000 valuable old Japanese and Chinese books inherited from the Edo Shogunate and other organizations, and it became known as a world-class specialized library for old Japanese and Chinese books. Its collection includes a wealth of old editions of Chinese books, compilations and records from the Edo Shogunate, and government publications from the Meiji period. Since the National Archives of Japan (located in Kitanomaru Park, Chiyoda Ward, Tokyo) was established as a facility of the Prime Minister's Office (now the Cabinet Office) in 1971, it has been one of its departments, but with the transition of the National Archives of Japan to an independent administrative institution in 2001, the name Cabinet Library was abolished. The materials held in the library continue to be stored at the National Archives of Japan and are available for use.

1884年(明治17)太政官(だじょうかん)に創設された官庁図書館。初めは太政官文庫といった。翌年、内閣制度となったので内閣の所管となり、この名称に改められた。当初は政府各省の中央図書館として、参考書の収集と利用を合理化するのが目的であったが、各省から集めた蔵書のなかに、江戸幕府その他から受け継いだ貴重な和漢古書約40万冊があったので、世界的な和漢古書の専門図書館として知られるようになった。蔵書中には漢籍の古版本、江戸幕府の編纂(へんさん)物や記録類、明治時代の政府刊行物などが豊富である。1971年(昭和46)総理府(現内閣府)の施設等機関として国立公文書館(東京都千代田区北の丸公園内)が設置されて以来、その一課となっていたが、2001年(平成13)国立公文書館の独立行政法人への移行に伴い、内閣文庫の名称はなくなった。所蔵資料に関しては引き続き国立公文書館で保存され、利用に供している。
