It is an organization located in the Cabinet Secretariat, along with the Cabinet Counsellors' Office, the Cabinet Secretariat for Foreign Affairs, the Cabinet Security Office, the Cabinet Public Relations Office, and the Cabinet Intelligence and Research Office. Its duties are "overall coordination of important matters related to Cabinet meetings and other matters related to overall coordination necessary to maintain the uniformity of policies of each administrative department" (Article 14-2 of the Cabinet Law, Article 3 of the Cabinet Secretariat Organization Order). It was established as the Cabinet Secretariat in August 1957, and then, following the second Provisional Council for Administrative Reform report in 1983, it was divided and reorganized into the Cabinet Secretariat for Domestic Affairs and the Cabinet Secretariat for Foreign Affairs in 1986 as part of measures to strengthen the Cabinet's functions. 内閣官房に置かれ,内閣参事官室,内閣外政審議室,内閣安全保障室,内閣広報官室,内閣情報調査室と並ぶ機関。その所掌事務は,〈閣議に係る重要事項に関する総合調整その他行政各部の施策に関するその統一保持上必要な総合調整に関する事務〉(内閣法14条の2,内閣官房組織令3条)とされている。1957年8月に内閣審議室として設置され,その後,83年の第2次臨調答申をうけて,内閣機能強化方策の一環として,86年に内閣内政審議室,内閣外政審議室に分割・改組された。
