An old city on the right bank of the downstream Agano River in northern Niigata Prefecture. It was incorporated as a city in 1970. Located to the northeast of Niigata City, Kuzuzuka, the central area through which the Hakushin Line runs, developed as a textile manufacturing area with Ichiba-cho and Kuzuzuka-jima. Fukushimagata, which was located in the center of the city, was converted into dry rice fields through many years of reclamation and the Niigo River drainage facility installed in 1961, leaving only a flood control basin (approximately 200 ha in area). The flood control basin is famous as one of the major habitats for migratory birds in the country. The plains are rice paddy areas, and the sand dunes are rich in fruit and vegetables. Since around 1970, it has been developed into a residential area as a commuter town for Niigata City. The Niigata Racecourse is located here. In March 2005, Niitsu City, Shirane City, Kosudo Town, Yokogoshi Town, Kameda Town in Nakakanbara County, Iwamuro Village, Nishikawa Town, Aikata Village, Katahigashi Village, Tsukigata Village, and Nakanokuchi Village were incorporated into Niigata City. Area: 76.85 km2 . Population: 50,433 (2003).

新潟県北部,阿賀野川下流右岸にある旧市。1970年市制。新潟市の北東隣に位置し,白新線が通じる中心の葛塚は市場町,葛塚縞(じま)の機業地として発達。市中央部にあった福島潟は,長年の干拓と1961年に設置された新井郷(にいごう)川排水施設によって乾田化され,遊水池(面積約200ha)を残すのみとなった。遊水池は全国有数の渡り鳥の飛来地として有名。平野一帯は水田地帯で,砂丘地では果樹,野菜も多産。1970年ごろから新潟市のベッドタウンとして宅地化が進んでいる。新潟競馬場がある。2005年3月新津市,白根市,中蒲原郡小須戸町,横越町,亀田町,西蒲原郡岩室村,西川町,味方村,潟東村,月潟村,中之口村と新潟市へ編入。76.85km2。5万433人(2003)。
