Dawes Plan
A reconstruction plan for Germany's reparations issue adopted on August 16, 1924, and implemented from September 1 of the same year. It was based on the original plan by American C. Dawes. On January 11, 1923, France occupied the Ruhr, believing that Germany was not sincere in paying reparations for World War I, and Germany's politics, society, and economy fell into chaos. The Dawes Plan was devised as a solution to this situation, and it did not specify the total amount of reparations or the payment period, but only set the annual amount to be paid over the next five years. In the first year, 1924, it was set at 1 billion gold marks, and from the fifth year onwards it was set at 2.5 billion gold marks, with the amount to be increased according to the prosperity of the German economy. A large amount of American capital was injected into Germany during the implementation of this plan, which contributed to the reconciliation of the German-French conflict and led to the establishment of the Locarno Treaty in 1925. However, due to its provisional nature, it was revised by the Young Plan adopted in June 1929. (→ German Reparations Issue )

1924年8月 16日に採択され,同年9月1日から実施されたドイツの賠償問題に関する再建計画。アメリカの C.ドーズの原案によるもの。 23年1月 11日フランスはドイツに第1次世界大戦の賠償支払いに誠意がないとみてルールを占領,ドイツの政治,社会,経済は大混乱に陥った。その解決策として立案されたのがドーズ案で,賠償の総額と支払期間には触れず,向う5ヵ年間の支払年額のみを定めた。第1年目の 1924年は 10億金マルク,第5年目以後は 25億金マルクとするが,ドイツ経済の繁栄に応じて増額するというもの。実施にあたって多額のアメリカ資本をドイツに投入し,独仏対立の和解に寄与し,25年のロカルノ条約の成立をもたらした。しかし暫定的性格のため,29年6月に採択されたヤング案によって修正された。 (→ドイツ賠償問題 )
