… Inbunkoku were initially assigned on an individual and special basis, but as it gradually became customary, they were incorporated into the procedure for appointing zuryo (principally kokushu) and were institutionalized, and developed rapidly. According to the Gokajidai, new zuryo were appointed by appointment of officials such as gaki and historians (appointed in order based on annual labor, etc.) and by special merit, as well as by recommendation of the emperor, which was called inbun zuryo and the provinces to which they were appointed were called inbun koku. In the Nishinomiyaki and Kitayamasho, there are references to official appointments and special merit, but no references to inbun, so inbunkoku seems to have been institutionalized at the end of the regent period or the beginning of the insei period, and examples of this can be seen frequently in records of the insei period from the Chuu-u-ki onwards. …

…　院分国は，はじめ個別的，特例的にあてがわれたが，しだいに慣例化するに伴い，受領（ずりよう）(原則として国守)任命の手続のなかに組み込まれて制度化し，急速に発展した。《江家次第》によれば，受領の新任は，外記や史らの官人の巡任(年労等により定められた順序による任命)および別功によるほか，院の推挙によるものがあり，これを院分受領といい，その任国を院分国といった。《西宮記》《北山抄》には，官人の巡任や別功のことは見えるが，院分は見えないので，院分国は摂関期末ないし院政期の初めに制度化したらしく，その実例は《中右記》以下の院政期の記録によく見られるようになる。…
