This is a lagoon lake in Shibecha Town under the jurisdiction of the Kushiro Regional Development Bureau in eastern Hokkaido. It is located in the Kushiro Marshland, and together with the neighboring Shirarutoro Marsh and Takkobu Marsh, it is collectively called the Three Lakes of Toro. Lake Toro covers an area of 6.2 square kilometers, has a circumference of about 18 kilometers, is about 8 meters above sea level, and is 7 meters deep at its deepest point. It is a drowned valley created by the Holocene (Alluvial Epoch) sea level rise that survived after the sea level receded, and is used for cultivating freshwater fish such as carp and smelt. The lakeside is home to the Shibecha Local Museum, a campsite, and rest facilities. In winter, the lake freezes over and people go skating there.
