Charlemagne established Trecwith, a Saxon settlement, as the seat of the bishopric and the base of the Saxon mission. The Osnabrück cathedral chapter and the knights held a major political position in the bishopric, but during the Staufen dynasty, they obtained the privilege of building a market from Frederick I (1171), and the civic community became independent of the bishop's authority and established its own city law. …
