The period refers to the period following the death of the Roman Emperor Theodosius I (395), in the eastern part of the empire, through Emperor Arcadius, until the death of Theodosius II (450), and in the western part, through Emperor Honorius, until the death of Valentinian III (455). Because a succession of minor emperors based their legitimacy on the dynastic ideal, most of the real power in governance was held by court officials and military commanders. Legally, the Roman Empire was still one, but the differences between the Eastern and Western empires were growing, and the Western Empire in particular was in decline due to successive invasions by Germanic tribes.
