Air transport business that operates on a set flight route, day of the week, and time of departure and arrival. It is the core of civil air transport, and its emphasis is on passenger transport, but there are also scheduled airlines that operate exclusively for air cargo. In Japan, Japan Airlines and All Nippon Airways are representative scheduled airlines. Under Japan's Aviation Act, to operate such an air transport business, permission must be obtained from the Minister of Land, Infrastructure, Transport and Tourism for both domestic and international flights. Domestic flight fares only require notification, but they must not unfairly discriminate against specific passengers or shippers, be extremely inappropriate in light of social and economic circumstances, and not pose a risk of causing unfair competition with other air transport operators. International flight fares must be approved. The condition for approval is that they must comply with aviation agreements and other international agreements between foreign countries.

飛行区間と発着の曜日および時刻を定めて運航する航空運送事業。民間航空輸送の中核をなし，その重点は旅客輸送に置かれているが，航空貨物専用の定期航空会社もある。日本では日本航空と全日本空輸が代表的な定期航空事業会社である。このような航空運送事業を行なうには，日本の航空法では，国内線，国際線とも国土交通大臣の許可を受けなければならない。なお国内線の運賃は届け出だけでよいが，特定の旅客や荷主に対し不当な差別的取り扱いをすることなく，社会的経済的事情に照らして著しく不適切でなく，他の航空運送事業者との間に不当な競争を引き起こすおそれのないものでなければならない。また国際線の運賃は認可を受ける必要がある。認可の条件は外国との間の航空協定その他の国際約束に適合することとなっている。
