This figure indicates the ratio of a country's merchant fleet, including its own flag ships and foreign chartered ships, to the country's trade cargo. Therefore, the loading ratio also indicates the country's degree of dependence on foreign ships for the transportation of its trade cargo. The lower the loading ratio of its own flag ships, the greater the anxiety in terms of ensuring stable transportation of imported resources and promoting export trade. Furthermore, such a decrease in the loading ratio means that the country must pay higher freight and charter fees to foreign ships, worsening the maritime balance of payments.
