This is the ancient name for the western half of Aomori Prefecture, as opposed to the "Nanbu" in the eastern half. Administratively, it covers six cities - Aomori, Hirosaki, Kuroishi, Goshogawara, Tsugaru, and Hirakawa - and five districts - Higashi, Nishi, Minami, Kita, and Nakatsugaru. The name Tsugaru was first mentioned in the "Nihon Shoki" in the entry for 655 (the 1st year of the reign of Emishi Saimei) where it is said that the Emishi of Tsukari were given the rank of Kanmuri Nikai. In the 15th and 16th centuries, the Nanbu clan controlled the entire area of present-day Aomori Prefecture, but at the end of the 16th century, Oura Tamenobu (Tsugaru Tamenobu) drove out the Nanbu clan and unified Tsugaru. From then on, it continued to be the territory of the Tsugaru clan's Hirosaki Domain until the Meiji Restoration. The area has different characteristics from the south in terms of natural conditions and industrial culture, and the two regions are in conflict with each other. This is also reflected in their daily lives, as seen in the differences in festivals and dialects.
