Excessive burden - Choukafutan

When local governments carry out national business or projects, the national treasury's commissions and contributions do not match the actual situation, and the local government must bear the costs out of its own pocket. The reason for this is that the calculation standards for national business or projects are lower than the actual amount, but there are various cases where this occurs, such as differences in unit price when the unit price is lower than the actual amount, differences in quantity when the amount is small, and differences in coverage when items that should be covered are not covered. A famous example is the Settsu Lawsuit (1973), in which Settsu City fought to resolve this issue, arguing that the national government should cover the excess costs of setting up nursery schools.

自治体が国の事務事業を行う場合，国庫の委託金や負担金が実情に合わず，自治体が持出し負担をしなければならないこと。その原因は，国の事務事業の算定基準が実際の金額より低位にあることによるが，単価が実際と比べて低い場合に起きる単価差や，量が少い場合の数量差，対象となるべき項目が対象外であることから起る対象差など，そのケースはさまざまである。この解消を求め，摂津市が保育所設置費にかかる超過負担分を国が負担すべきだとして争った摂津訴訟 (1973) が有名である。
