An in-house group formed by independent Diet members. In the second movement to protect the Constitution in 1924, the three factions of the Constitutional Protection Movement ran in the 15th general election with a platform of universal suffrage, reform of the House of Peers, and streamlining of administration and finances, and won a landslide victory. However, the Progressive Club reduced the number of representatives from 43 to 30. This led to attention being paid to the actions of the neutral independent Diet members, and Shohachi Wakao, Tadahiko Okada and others founded the Chusei Club (May 30, 1924) with 28 new Diet members and 14 former Diet members. Businessmen such as Nobuteru Mori and Seiroku Tsutsumi also joined.

無所属議員によって組織された院内団体。1924年第2次護憲運動で護憲三派は普選の断行，貴族院の改革，行政･財政の整理を掲げて，第15回総選挙にのぞみ大勝したが，革新俱楽部は代議士数を43名から30名に減少させた。このため中立無所属議員の動向が注目されたが，若尾璋八，岡田忠彦らは新議員28名，前議員14名で中正俱楽部を発足させた(1924年5月30日)。森矗昶（のぶてる），堤清六らの実業家も加わっていた。
