A leading American scholar of modern political science, he has an extremely wide range of interests, spanning almost all areas of political science. In particular, he has demonstrated that local power structures are supported by multiple groups, with each group sharing power to a limited extent and degree, in response to the proposition that local politics is grassroots democracy, which is a premise of American democracy. His interest in how power is held has been developed into an interest in theorizing modern democracy, modernizing parliamentary democracy as an analytical concept, and using the concept of polyarchy to provide a clue to a comprehensive analytical understanding of modern political systems centered on openness (challenge) and inclusiveness (participation). He has received awards such as the Woodrow Wilson Prize (1962) and the Talcott Parsons Prize (1977).

現代政治学を代表するアメリカの学者。その関心領域はきわめて広く、ほぼ政治学の全領域に及んでいる。とりわけ、アメリカ民主主義の前提である、地方政治は草の根民主主義だとする命題に対して、地域権力構造は多元的な集団によって支えられ、それぞれの集団が限定的な範囲と程度で権力を分有している実態を立証した。この権力のもち方に対する関心は、現代民主主義の理論化への関心として展開され、分析概念としての議会民主政を現代化し、ポリアーキー(多頭政)概念によって、現代の政治体制の開放性(異議申立て)と包絡性(参加)を軸とする包括的な分析的理解の手掛りを展開した。ウッドロー・ウィルソン賞(1962)、タルコット・パーソンズ賞(1977)などの賞を受賞した。
