Cultivators who worked in Miyake, Imperial estates that were the territory of the Imperial family before the establishment of the Ritsuryo state. As they were a type of Benotami, their name includes the character "be". In 569 (the 30th year of Emperor Kinmei's reign), Shirainofuhitotsu was dispatched to Shirainofutokura in Kibi (near Tsuyama City, Okayama Prefecture) by order of Emperor Kinmei. Ito determined the registration of the fields related to the Miyake, and was appointed as the Tazukai (field administrator) of the Miyake. This marked a turning point, when the Yamato royal authority came to directly control the farmers who lived around the Miyake and cultivated the Miyake fields. Around the same time, various Bemin were placed all over the country, and the Yamato royal authority began to spread its nationwide control network.

律令(りつりょう)国家成立以前の皇室領であった屯倉(みやけ)で働いた耕作民。部民(べのたみ)の一種であるため、部の字を伴う。569年(欽明天皇30)、欽明(きんめい)天皇の命を受けた白猪史胆津(しらいのふひといつ)が、吉備(きび)の白猪屯倉(岡山県津山市付近)に派遣された。胆津は、屯倉にかかわりのある田部の丁籍を定め、その屯倉の田令(たづかい)=管理者に任命された。この時期を画期として、屯倉の周辺にいて屯田(みた)の耕作にあたった農民を、大和(やまと)王権は直轄下に置くようになった。そして同じころ、全国各地に多様な部民が置かれ、大和王権の全国支配網が張り巡らされるようになった。
