Born on October 9, 1891. The eldest son of Ishiwata Toshikazu. Became Minister of Finance in the Hiranuma Cabinet in 1939. Served as Chief Economic Advisor to the Wang Jingwei government in Nanjing, China, and Secretary General of the Imperial Rule Assistance Association in 1941. Became Minister of Finance in the Tojo Cabinet and the Koiso Cabinet in 1944. Became Chief Cabinet Secretary and then Minister of the Imperial Household in 1955. Member of the House of Peers.
