There are cases where a much larger amount of traffic is added to a telecommunications network than the normal communication traffic predicted at the time of design. This is called abnormal traffic. Abnormal traffic occurs for various reasons, such as the occurrence of a social incident, ticket reservations before Golden Week, condolences for natural disasters, and sudden changes in traffic flow associated with communication network failures, and in some places, the traffic can be several to several tens of times the normal traffic. As telephones become more widespread and the number of subscribers with low calling rates, such as residential telephones, increases, these are becoming a growing problem as potential sources of abnormal traffic.
