Abnormal fluctuations in tide levels caused by changes in oceanographic and meteorological conditions. This refers to phenomena whose causes are unclear, except for those with clear causes such as tides, high tides, and tsunamis. Along the coast of Japan, deviations of about 10 cm from the predicted tide levels are common, but sometimes they can reach 20 to 40 cm. The most famous example is the phenomenon in early September 1971, when abnormal tide levels occurred on the Boso Peninsula immediately after a typhoon moved slowly east along the southern coast of Japan, moving westward at a speed of 2 to 5 meters per second with the land coast to the right. This caused flooding in many places and became a major social problem. Abnormal tide levels can last for more than a week.
