A nobleman in the first half of the 8th century. Son of Shima. In 705, he was promoted to the rank of Junior Fifth Rank, and as Minister of Palace Construction, he was involved in the construction of Heijo-kyo. In 716, he went to China as a Japanese envoy to the Tang Dynasty, and returned safely in 718, which was unusual for envoys of that time. He later served as an inspector, Seii Shogun, Nakatsukasa Minister, and other positions, and during the Nagaya no O Incident (729), he became a temporary councilor and participated in the center of politics. In 732, he served as Chunagon and then as Setsudoshi of the San'in Province, and is said to have created the Keigoshiki (defense regulations against foreign enemies) for this region. In 732, he questioned an envoy from Silla who had come to Japan and changed the name of the country to Ojo-koku, and sent them away. Although he seems to have had an international perspective due to his history as a Japanese envoy to the Tang Dynasty, he also had a hard-line side in foreign affairs.

8世紀前半の公卿。嶋の子。慶雲2(705)年従五位下に叙され,造宮卿として平城京造営にも従事した。霊亀2(716)年遣唐押使となって入唐し,この前後の遣唐使としては珍しく,養老2(718)年無事帰国した。のち,按察使,征夷将軍,中務卿などを歴任し,長屋王の変(729)の際に,臨時の参議となり,政治の中枢に参画した。天平4(732)年中納言,次いで山陰道節度使を兼ね,この地域の警固式(外敵に対する防備規定)を作ったという。同6年来日した新羅使が国名を王城国と号したのを糾問し,これを追い返している。遣唐使の経歴を有し,国際的な視野を持っていたと思われる一方,対外強硬派的側面もあった。
