Takano Minoru

Labor activist. Born in Tokyo. While attending Waseda University, he founded the Waseda University Culture Association and the Student Union. After serving as secretary of the Japanese Communist Party and the Political Research Association, he joined the labor movement through the Tokyo Publishing Workers' Union and the Alliance to Exterminate the All-Japan Labor Club, and was arrested in 1937 (Showa 12) in the Popular Front Incident. After World War II, he worked hard to form a "Grand Unified Labor Alliance like an Elephant," but failed, and in 1948 (Showa 23), he became secretary of the General Federation of Trade Unions. He promoted the formation of the General Federation of Trade Unions in 1950, and served as its secretary-general from the following year until 1955. During this time, he led the change in General Federation of Trade Unions' line from "chickens to ducks," led the "family-wide, community-wide" struggle, and built the Takano era.

労働運動家。東京生まれ。早稲田(わせだ)大学在学中、早大文化会、学生連合会を結成。日本共産党、政治研究会書記を経て東京出版労組、全労倶楽部(くらぶ)排撃同盟など労働運動に入り、1937年（昭和12）人民戦線事件で検挙される。第二次世界大戦後「巨象のような大統一労働同盟」結成に奔走するが挫折(ざせつ)、48年（昭和23）総同盟主事となる。50年の総評結成を推進し翌年から55年まで事務局長。この間「ニワトリからアヒルへ」の総評路線転換、「家族ぐるみ、地域ぐるみ」闘争を指導し高野時代を築く。
