It was founded in 1224 by Holy Roman Emperor Frederick II as a rival university to the University of Bologna, which had close ties to the papacy. While Bologna was an autonomous university run by a student union, it is notable for being the first medieval university established by the universal authority of the emperor. It was recognized as the only university in the Kingdom of Sicily, excluding Salerno, and its citizens were prohibited from studying at other universities, but it did not flourish until the reforms of Charles de Anjou in the mid-13th century.
