Educator and politician. Born in Tokyo. His pen name was Hanpo. After graduating from the Faculty of Letters at the University of Tokyo in 1882 (Meiji 15), he participated in the formation of the Constitutional Reform Party led by Shigenobu Okuma, and worked with Azusa Ono to establish Tokyo Senmon Gakko at Waseda University. After Ono's early death, he became the de facto president of the university and worked hard to establish private higher education, and in 1902 the school was renamed Waseda University, making it one of the two largest private universities in Japan alongside Keio Gijuku. In 1888, he became editor-in-chief of the Yomiuri Shimbun, and after being elected to the House of Representatives in the first general election in 1890, he was active as a politician until the eighth election in 1903. At the same time, he was a leading researcher of British and American politics, and wrote many books, including British Politics and the History of the British Constitution, and showed a first-class appreciation for literature, theater, and painting.
