A Shinshu Buddhist scholar. Born at Nishi Honganji Shinsho-ji Temple in Takenao Village, Niigata Prefecture. After studying at the Soritsu Literary Institute in Kyoto, he graduated from Tetsugakukan (now Toyo University) in 1896. He later served as a professor, president, and advisor at the same university. In 1891, he joined the temperance movement's review meeting, and in 1899, he formed the Buddhist Pure-Hearted Fellowship with Sakaino Koyo and others. The following year, he published the journal "New Buddhism," criticizing existing Buddhist sects and working to build a new Buddhism that aimed to deny superstition, promote free inquiry, and improve society. He also founded Heigo Publishing Co., Ltd., and published philosophical and religious books. After 1900, he was also devoted to the abolition of prostitution and the opposition to the Religion Bill submitted by the government to the Diet, and after the Taisho period, he was active in issues such as the merger of the three Shinto, Buddhist, and Buddhist religions, the right to propagate Buddhism in China, and the establishment of a course in Indian philosophy at the University of Tokyo.

真宗の学僧。新潟県竹直村の西本願寺派真照寺に生まれる。京都の宗立文学寮を経て，1896年哲学館(現，東洋大学)卒業。のち同大学教授，学長，顧問を歴任。91年禁酒運動の反省会に入り，99年境野黄洋らと仏教清徒同志会を結成。翌年機関誌《新仏教》を刊行，既成仏教教団を批判し，迷信否定，自由討究，社会改善等をめざす新仏教の建設をはかり，また丙午出版社をおこして哲学･宗教書を出版した。1900年以後は廃娼運動や政府が議会に提出した宗教法案の反対運動にも尽瘁し，大正以後は神仏基三教合同問題，対中国仏教布教権問題，東京大学印度哲学講座設置問題等にも活動した。
