During the Edo period, the official position was to supervise the prison located in Kodenmacho, Edo. He was under the control of the town magistrate, with a stipend of 300 bales, and lived in a gifted mansion within the Kodenmacho prison compound. He had 58 prison officers and 3 prison servants under him. From the time the prison was moved from outside Tokiwabashi to Kodenmacho during the Keicho period (1596-1615), successive generations of the Ishide clan held the position under the name Ishide Obito until the end of the Edo period. As they were commonly called prison magistrates, they managed everything within the prison, but as unclean officials, they were not allowed to enter the castle. During the great fire of 1657 (Meireki 3), Ide Obito (Joken, 1615-89), who was in charge at the time, released a prisoner at his own risk in order to save him from being burned to death. There is also a theory that this occurred in 1662 (Kanbun 2).

江戸時代に江戸の小伝馬町(こでんまちょう)にあった牢屋(ろうや)の取締りを役職とした者。高300俵、町奉行(ぶぎょう)の支配を受け、小伝馬町牢屋構内の拝領屋敷に居住した。配下に牢屋同心(どうしん)58人、牢屋下男3人があった。牢舎が慶長(けいちょう)年間(1596~1615)に常盤(ときわ)橋外から小伝馬町に移った当時より、幕末まで石出氏が代々石出帯刀の名称でその職責を務めた。俗に牢屋奉行とよばれたように牢屋敷いっさいのことを管理したが、不浄の役人として登城は許されなかった。1657年(明暦3)の大火の際、当時の石出帯刀(常軒(じょうけん)、1615―89)が、囚人の焼死を救うため、自己の責任で囚人を放免した逸事がある。なお、これを1662年(寛文2)のこととする説もある。
