Imperial General Headquarters-Government Liaison Conference

This wartime leadership organization was created by agreement between the government and the Supreme Command when the Imperial General Headquarters was established in November 1937. It was established to coordinate state affairs and command, since the Supreme Command was independent. However, since it was not regulated by law, the decisions made at the conference had no legal effect. The members of this conference changed slightly depending on the time and agenda, but it consisted of the Chief of Staff and the Chief of the Naval General Staff from the Imperial General Headquarters, the Prime Minister, the Foreign Minister, the Army Minister, and the Navy Minister from the government, as well as the Minister of Finance and the President of the Planning Board. Other cabinet members attended on an ad hoc basis as necessary. For particularly important matters, the Imperial Conference was called for, but sometimes the Prime Minister made the request, and sometimes the Chief of Staff or the Chief of the Naval General Staff made the request. After the formation of the Koiso Kuniaki Cabinet in July 1944, it was reorganized as the Supreme War Leadership Council.

1937年 11月に大本営の設置に伴い，政府と統帥部との申合せによって生れた戦争指導機構。統帥権が独立していたために，国務と統帥を調整する必要から設置されたが，法制によって規定されたものではなかったため，会議における決定は法的な効力をもっていなかった。この会議の構成員は，時期，議案により多少変更があったが，大本営から参謀総長，軍令部総長，政府から首相，外相，陸相，海相の6人のほか，蔵相，企画院総裁がほぼ継続的に出席し，ほかの閣僚も必要に応じて臨時に出席した。特に重要事項については御前会議を奏請したが，総理大臣が奏請する場合と，参謀総長，軍令部総長が奏請する場合とがあった。 44年7月に小磯国昭内閣が成立したのち，最高戦争指導会議に改組された。
