An official in the early 8th century. Son of Soga no Yasumaro. In Wadō 1 (708), he became Kawachi no Kami with the rank of Junior Fifth Rank, and in Jinki 5 (728), he was promoted to Junior Fourth Rank. In Yoro 4 (720), he became Udaiben, and the following year Dazai Daini. During the Nagaya Incident (729), he was temporarily appointed as a councilor as Sadaiben, and conveyed to Nagaya's younger brother, Suzuka no O, an imperial decree from Emperor Shomu that all Nagaya's relatives who should have been implicated would be pardoned. In the same year, he was promoted to Junior Third Rank. He published a five-character poem in the Kaifu-sō. A copy of the Maitreya Sutra, which was copied for a memorial service in 729, on the first anniversary of his death, still exists.

8世紀初めの官人。蘇我安麻呂の子。和銅1(708)年正五位下で河内守となり,神亀5(728)年正四位下に昇る。養老4(720)年右大弁,翌年大宰大弐となる。長屋王の変(729)のとき,左大弁で一時的に参議に任じられ,長屋王の弟鈴鹿王に,長屋王の親族で連座すべき者をすべて赦すという聖武天皇の勅を伝えた。同年従三位。『懐風藻』に五言詩1首を載せる。一周忌の天平2年,供養のために書写された仏説弥勒成仏経が現存する。
