Zong-li-ya-men; Tsung-li-ya-men

The term refers to the "Prime Minister of Foreign Affairs and Trade Affairs Yamen" (Prime Minister of Foreign Affairs and Trade Bureau) diplomatic office in the late Qing Dynasty. At first, the Qing Dynasty handled its diplomacy with Europe and the US through the Ministry of Rites and the Lifanyuan, just like with other tributary states, and after the Opium Wars, the Imperial Commissioner, who was the governor-general of both countries, was in charge of diplomacy in Guangzhou. However, when the Treaty of Beijing in 1860 allowed envoys from various countries to be stationed in Beijing, the Prime Minister of Foreign Affairs was established in Beijing the following year. A member of the imperial family was the head, and several high-ranking officials, including the Minister of Military Affairs, also served as Prime Ministers, and the office handled foreign affairs as well as matters related to "western affairs," such as customs, the navy, postal and telegraph services, and railways, by a council system. In 1901, it was reorganized as the "Ministry of Foreign Affairs."

中国，清末の外交官庁「総理各国通商事務衙門」のこと。初め清朝は欧米との外交を通常の朝貢国と同じく礼部や理藩院で処理し，アヘン戦争後は両広総督である欽差大臣が広州で外交を担当していたが，咸豊 10 (1860) 年の北京条約で列国公使の北京常駐が認められると，それに対応するために，翌年北京に設立された。皇族を首班とし，軍機大臣など複数の高官が総理衙門大臣を兼ね，合議制で外交のほか税関，海軍，郵便電信，鉄道など「洋務」に関する事項を処理した。光緒 27 (1901) 年に「外務部」に改組された。
