〘名〙① 奈良時代から平安時代にかけて、勅旨を宣し下達すること。また、広く政府の命令を下達すること。また、その命令。宣。宣旨書。※令義解(718)職員「卿一人。〈掌下侍従。献替。賛二相礼儀一。審二署詔勑文案一。受レ事覆奏。宣旨。〈謂。侍従之宣命也〉〈略〉僧尼名籍事上〉」② 平安時代に、漸次その文書様式が整えられてきた命令を下達する公文書。元来は、口頭による命令を受ける側が記録のために作成する部内文書であった。勅旨を下達する「奉勅の宣旨」と、上卿(しょうけい)の宣を下達する「上宣(じょうせん)」の区別がある。「奉勅の宣旨」は勅旨を蔵人が上卿に伝え、上卿はこれを内容によって外記または弁官に伝え、弁官は史に伝えて文書を作製する。※貞信公記‐延喜一九年(919)一一月二七日「明年維摩講師宣旨、仰二久永一」③ 「口宣案(くぜんあん)」のこと。蔵人から上卿に勅旨を伝える文書。※侍中群要(1071か)二「下二宣旨一之時、陣座上卿不レ候者、詣二里第一下奉」④ 宮中の上臈(じょうろう)の女官の呼称。また、院宮、摂関家などに仕える上臈の女房の呼称ともなる。内侍の尚侍・典侍が勅旨を伝宣して内侍宣を出したところからおこった呼称か。※宇津保(970‐999頃)菊の宴「大宮のせんじ・おもと人・内侍・命婦・くら人のまへに、ついかまねして給ふ」[語誌]「宿紙(しゅくし)」と呼ばれる檀紙に定められた書式に従って書かれる。上卿の宣を弁・史が受けて下達する形式の「官宣旨」が普通である。伝達の段階で口頭で伝えられる内容を書き留めたものが「口宣」「宣旨書」とよばれるものであり、これに基づいて宣旨が清書され、あるいは記録に残された。
